MAPAS

ESCALA CIUDAD

Esta escala de visualización comprende todo el municipio de Madrid y la unidad de representación es la sección censal. La información se muestra en cuatro mapas, repartidos en dos categorías: Demanda Energética (M1_Densidad de demanda y M2_Calificación energética de calefacción) y Pobreza Energética (M3_Presión factura energética sobre renta y M4_Índice multidimensional de pobreza energética). La primera analiza la demanda necesaria para un adecuado confort térmico, así como la calidad térmica de las viviendas de cada sección. La segunda, las zonas con dificultades para afrontar el gasto energético según la renta y las más vulnerables energéticamente según factores sociales, económicos y constructivos.

Para reducir el “sesgo visual” que produce el gran tamaño de las secciones censales más periféricas en zonas poco pobladas, se han intersecado con la delimitación del “área edificada o urbanizada destinada a vivienda y sus áreas anexas” correspondiente a la ciudad de Madrid de la Base de Datos de Información Geográfica de Referencia de Poblaciones del Centro Nacional de Información Geográfica (CNIG) que delimita las poblaciones para toda España.

Este mapa representa la energía total necesaria para mantener todas las viviendas contenidas en cada una de las secciones censales de Madrid dentro de los rangos de confort definidos por el Código Técnico de la Edificación, durante todo el invierno. Es también una visualización de la energía que dispersa la ciudad de Madrid al medioambiente, y resulta útil para el dimensionado de suministros.

A partir de los datos de demanda energética de calefacción estimados para cada sección censal, se elabora un indicador de energía necesaria por Hectárea (kWh/Ha) que permite situar geográficamente las zonas con mayor densidad en la demanda energética. Este indicador está influido por la densidad de vivienda y la superficie de las mismas en cada barrio, y por el periodo de construcción de los edificios en los que se ubican, variable que determina de la calidad energética de los cerramientos. El enfoque de este trabajo se dirige principalmente a la demanda de energía en calefacción, que supone el 55% del consumo energético de los hogares de la zona continental mediterránea (IDAE, 2011a), en la que se encuentra la ciudad de Madrid.

Representa la calidad térmica media de las viviendas contenidas en una sección censal desde el punto de vista de su demanda energética de calefacción.

Para calcular este valor se repercuten los valores totales de demanda de calefacción obtenidos para cada sección censal por la superficie habitable de las viviendas que contiene. De esta forma se obtiene un valor medio del indicador de demanda energética por unidad de superficie habitable, para cada sección censal (kWh/m²). Los valores obtenidos se representan de acuerdo con la clasificación propuesta por el procedimiento de calificación energética establecido para los edificios residenciales existentes para la calificación de la demanda de calefacción (IDAE, 2011b).

Se han utilizado datos de la edificación proveniente de los censos de 2001 y para las áreas de nuevo desarrollo del censo de 2011.

Este mapa identifica las secciones censales en las cuales la factura energética necesaria para lograr situaciones de confort supera el 10% de la renta media. Incluye la contabilización de los costes de Calefacción, Agua Caliente Sanitaria, Refrigeración y otros usos.

Localización de áreas urbanas que se encuentran en situación de pobreza energética en la ciudad de Madrid utilizando la “regla del 10%” (Boardman, 1991). Este procedimiento considera que un hogar está en situación de pobreza energética cuando tiene que destinar más del 10% de sus ingresos para el pago facturas energéticas. Para realizar este análisis a la escala urbana, se analizan datos geolocalizados acerca de los ingresos medios por hogar (Eurostat, 2018) y los consumos energéticos residenciales que son necesarios para cubrir la demanda energética residencial de cada sección censal. Para ello se calcula el promedio del gasto equivalente en facturas energéticas de los hogares que contiene. La metodología utiliza precios de la energía de 2018 (0,16 € kWh elec / 0,07 kWh gas). Con los costes actuales es previsible que la situación se haya agravado. La información acerca de las fuentes de energía es del año 2001.

En este mapa se identifican los barrios vulnerables que contienen edificación energéticamente ineficiente. Estas áreas se califican mediante un índice multidimensional que evalúa el riesgo de pobreza energética a través de indicadores determinantes de sus causas y consecuencias.

Se propone una metodología para la inclusión de un índice multidimensional de Pobreza Energética en la metodología de Análisis Estadístico de Barrios Vulnerables de España que supere las limitaciones de los estudios basados en información de costes e ingresos. La pobreza energética es un problema transversal y complejo que hay que enfocar desde la integralidad y la escala urbana. El método propuesto aquí cruza datos del Observatorio de la Vulnerabilidad Urbana de España (Hernández Aja et al., 2018) con otros los estudios previos realizados para la cuantificación de la pobreza energética y su distribución espacial. Sus resultados se relacionarán con los indicadores básicos para la elaboración del Catálogo de Barrios Vulnerables, así como, con los resultados de otras metodologías específicas de la pobreza energética: desde la ineficiencia energética de la edificación hasta indicadores basados en sus causas y consecuencias (población mayor, costes elevados, bajos ingresos e instalaciones de calefacción inapropiadas).
